PREVALET

Prevalet intends to create a device that supports the Open Method of Coordination applied to the field of regional policies on professional training with the aim of increasing its quality and of supporting the transfer of innovation among the systems.

Such device will be activated at local and regional level and, in a first application, it will concern the policies intended for young drop outs, for post secondary education training for youngsters and adults, for informal education for adults.

The scientific commitment will be centered on two aspects:

1. to create a model of monitoring and evaluation shared at European level that concerns the processes of processing, carrying out and evaluating the policies

2. to favor the transfer of innovation among the different regional governments in Europe reducing the transfer time

For the innovation of the professional training systems it is necessary to strengthen the instruments of cooperation among the operators of the systems. This in order to favor the improvement of the quality of the policies which can be implemented at local or regional level.

The regional Governments in a growing number of States are engaged in the implementation of policies of professional training and in the control and management of the relevant systems. The process of European unification brings the regional Governments to face similar problems with different measures and solutions. For this reason it is important to create a system for the quality management of the policies and for transferring the most efficient results.

Their effectiveness must be measured in relation to the capacity of the policies to affect the improvement of the results of each region in comparison to the Lisbon objectives and benchmarks.

The main output will be as follows:

a) A quality model concerning specific measures and policies adopted in the field of training policies based on a common model of description of procedures and impact assessment supported by “peer monitoring”, “peer review” and on benchmarking

b) An information system which favors the exchange of information and the transfer of innovations during the monitoring phase of the process, and that allows their use for the aim of the correction and improvement of the quality of the policies without waiting for the end of the experiences, or the diffusion of good practices.

c) The activation of a trans-regional service supporting the transfer of innovations in the field of regional policies for training

Bildungspolitik hat auf europäischer und nationaler Ebene seit 1990 kontinuierlich Innovationen und Pilotprojekte gefördert. Die erzielten Ergebnisse in den allgemeinen und beruflichen Bildungssystemen müssen vermehrt genutzt werden. Zu diesem Zweck muss ein gemeinsamer Europäischer Raum für Innovationspolitik in der Bildung implementiert werden, der in mehreren Regionen verankert wird. Eine örtliche Verankerung ist die grundlegende Voraussetzung zur Durchsetzung eines effektiven umfassenden Politikansatzes. Aus diesem Grund basieren die PREVALET Strategien auf der aktiven Mitwirkung regionaler Regierungen, welche die Beteiligung von allen sozialen Akteuren unter Berücksichtigung gegenseitiger Interessen sichern müssen.

Um einen gemeinsamen europäischen Raum für Bildungsinnovation und -politik aufzubauen, ist die Erfüllung folgender Bedingungen erforderlich:

- Austausch existierender Ergebnisse;

- Verfügbarkeit von technischen Hilfsmitteln, um Zugriff auf bzw. Informationen über diese Ergebnisse zu garantieren;

- Verfügbarkeit von Personen, um den Wissenstransfer, wo immer das notwendig ist, zu unterstützen.

Die vorgesehenen Hauptergebnisse:

a) Ein „peer to peer“ Kommunikationssystem, welches ermöglicht, verschiedene relevante transnationale Ergebnisse kennen zu lernen und im Netzwerk vorzustellen.

b) Ein gegenseitiger Assistenz-Service, um virtuelles oder reales Benchmarking zu implementieren. Dies zielt darauf ab, angenommene Maßnahmen zu analysieren als Antwort auf derzeitige Probleme in verschiedenen Regionen und für verschiedene Nutzer.

c) Der Austausch von bildungs- und fortbildungsbezogenen Modellen und Produkten, welche in verschiedenen Regionen valorisiert werden sollen.
