Finanzierung lebenslangen Lernens

Ministerialdirigent Dr. Peter Krug ist Leiter der Abteilung Weiterbildung und pädagogische Dienste im Ministerium für Bildung, Wissenschaft und Weiterbildung Rheinland-Pfalz und Vorsitzender des Ausschusses Fort- und Weiterbildung der Kultusministerkonferenz. Im Gespräch mit Ekkehard Nuissl diskutiert Peter Krug verschiedene Ansätze zu Finanzierung lebenslangen Lernens.

On national and international level, a number of alternative financing models for lifelong learning processes are being discussed: self financing by the learners, individual income transfer assurance systems, individual education bonus systems, state funding oder financing by companies or fonds. The author describes the different models recommending mixed cooperative forms for the German educational system.

Die Disziplin der Bildungsökonomie untersucht den Zusammenhang zwischen Bildungswesen und wirtschaftlicher Entwicklung, zwischen Bildungspolitik und lebenslangem Lernen. In den 60er Jahren rückte die Frage nach der Bedeutung von Bildung für das wirtschaftliche Wachstum einer Gesellschaft in den Vordergrund. Pichts alarmierende Prognose, dass ohne Veränderung der Bildungspolitik und des Bildungswesens eine „bildungspolitische Katastrophe“ unausweichlich sei, bestimmt die Diskussion bis zum heutigen Tag. Paape stellt heraus, dass es nicht ohne Probleme bleibt, wenn bildungsökonomische Analysen auf die konkrete Bildungsplanung und Politikberatung übertragen werden. Konsequenz ist das Fehlen eines konsistenten Gesamtfinanzierungssystems für lebenslanges Lernen gibt.

The rigid division between the three subsystems of continuing vocational training in Germany (continuing vocational training for employees, continuing vocational training for the unemployed, individual continuing vocational training) hinders the implementation of an integrated labour market and qualification policy. As a result an effective and efficient use of the financial means for training (combination of financing resources) is not possible.

The 4th sector of education is dominated and directed by market economical criteria while government organized adult education and lifelong learning systems for active labour market policy only have an additional function. The author discusses alternatives by intervention of education policy and isolates three types of financing systems in countries of the European Union: the market regime, the bureaucratical regime, and the mixed regime. Generally he realizes a trend towards a growing relevance of market and price control elements as well as of competition.

For 30 years, the author has been director of the communal adult education institute “Volkshochschule” at a middle-size town in Southern Germany. In 1998, the costs of 3 million DM were financed jointly by the town (50%), the participants of the courses (40%) and the Land Baden-Württemberg (10%). In the next three years, the "Volkshochschule" has to reduce the communal subsidy by 12%. The article deals with the financial challenges the institute faces in its new situation of competition at the market, the possibilities of winning new customers by optimizing the efficiency of the “product” education while simultaneously coping with the need for financial reduction.

The market for distance education of adults is experiencing a change of paradigm that has serious consequences on the financial structure of private schools for distance learning. The article sketches the chances and risks of this development: on the one hand the internet offers new possibilities in the form of net-based training concepts (NBT), on the other hand free of charge courses on the internet could cause the financial collapse of distance schools. The author gives reasons why this is not likely to happen but, on the contrary, distance schools could gain competitive advantages and new financial freedom.

The author is a freelance teacher, coach and adviser in the field of further education. In her article she reports the experiences she made with the financing of her independent business activities. Referring to the four marketing items “product – placing – promotion – price” she describes the essential skills and strategies necessary to establish successfully with a freelance job in adult education.

Lifelong learning on a high quality level is a condition for participation in further economical and social developments in society. But how are lifelong learning activities to be financed? Are projects of the European Union the key for solving financial problems of institutional and organized learning? The author describes his experiences made with the acquisition of EU-projects. The article points out difficulties and problems in the process of acquisition, searching partners and trying to contribute to the development of financial support structures for adult education institutions as well as for new models of informal learning processes.

Der Artikel gibt einen historischen Abriss über die Grundlagen der Finanzierung öffentlicher Weiterbildung, die in Deutschland zu Beginn der 1970er Jahre gelegt wurden und bis heute Gültigkeit haben.

Der Autor verweist auf die Liste derer, die an einem Finanzierungsprozess lebenslangen Lernens beteiligt sind: Bildungshaushalte des Bundes und der Länder, Bundesanstalt für Arbeit, Wirtschaft und die Privataufwendungen der Teilnehmer selbst. Eine Finanzierungsstatistik, auf deren Grundlage politische Richtungsentscheidungen getroffen werden könnten, steht bis heute aus.
