Project "Statistics for Adult Education" – A Short Portrait
Title of project:
"Development of a database for an integrated efficiency statistics of
German adult education institutions and conceptualisation of an
accompanying information service for practice, research and education
policy"
Short explanation:
While the political significance of continuing education and training has
been widely acknowledged, the needs and gaps in terms of information and
data about this particular educational field are not addressed
sufficiently. In order to meet these needs the DIE has started a three
year project (October 2000 – December 2003). The project is building on
the statistical database of the "Volkshochschulen" (adult
education institutions) that have been collected by DIE since 1962. The
experiences of the DIE with the VHS statistics will serve as a system of
reference.
The project is carried out in co-operation
with the following adult education providers :
- German Protestant Working Association
for Adult Education (DEAE)
- Catholic Working Association for Adult
Education (KBE)
- Working Group for German Educational
Establishments (AdB)
- Federal Working Group for Work and Life
(BAK AL)
Aim:
designing of a database for German adult education institutions and
development of an information and evaluation service for a wide segment of
continuing education and training. Thereby the specific profiles of the
providers as well as special conditions in the various federal states (Laender)
will be taken into consideration.
Work programme:
- developing a catalogue of variables with
definitions and classifications and designing a questionnaire for data
gathering
- defining core principles that are
relevant for all institutions
- providing computer programmes for data
gathering and processing that take the specific needs of providers and
federal states into account;
- designing an organizational model for
the co-operation between the institutions and the DIE;
- integrating data from the trial phase
into the database.
Resources:
The project is funded by the Federal Ministry of Education and Research (BMBF).
A quarter of the funding is allocated to the co-operating institutions.
The project is building on the statistical activities of the Department of
Information and Publishing of the DIE. It is carried out by two
researchers and an administrative assistant.
