Contemporary adult education policy development and lifelong learning practice are experiencing an autonomy loss imposed by the dominant neoliberal economic paradigm. As a consequence, in many countries, especially those that depend economically from supranational organizations and donors, the critical approach and its adjunct idea of emancipation have been sacrificed in favour of ambiguous developmental goals like employability, flexibility and adaptability. On the other hand, in many countries, adult education as a social movement is deeply rooted in the conviction that learning is an essential process related to personal transformation and social change. The result of this conflict between the external pressure for policies in favour of the labour market and the internal assumption about the value of emancipation has led to interesting insights that have produced policies and practices that attempt to reconcile these two forces of development. In this volume, we offer a consideration of the above paradoxical situation, and the critical view of adult education policy and practice in the region of Southeastern Europe. Some chapters in this volume present also positive lifelong learning practices, policy development analyses and conceptual understandings that highlight the efforts to develop adult education within a framework of the dominant neoliberal forces that shape European and international adult education policy. This book explores the realities of adult education practice in the current political and economic climate. With a particular focus on examining the effect of the multitude of changes in policy and philosophy over the past 30 years, the book explores how the values and career expectations of adult educators have been affected, and considers the implications for adult education as a field of professional practice. As well as exploring the broader international picture, the book draws on the findings of recent research into adult and community education practitioners’ perspectives in two case study countries – England and Aotearoa/New Zealand – to illustrate how local contexts and cultures, as well as global trends, impact on the structure and organisation of adult education. By presenting the perspectives of adult educators, whose voices have been relatively absent from the recent literature, this book gives a unique insight into how their work has been adversely affected by funding and policy pressures in an increasingly insecure educational environment, and analyses their responses to the contradictions between their professional values and the expectations placed upon them by policy and funding changes. With digitalisation, deepening globalisation and population ageing, the world of work is changing. This report presents the key results from the Priorities for Adult Learning (PAL) Dashboard which facilitates comparisons between countries along seven dimensions of the readiness of adult learning systems to address future skill challenges.
