Sie analysiert Defizite des Weiterbildungssystems am Beispiel der Schweiz und diskutiert Ansätze einer Neuorientierung. Dabei wird an wertschöpfungs-, dienstleistungs- und diskurstheoretische Überlegungen angeknüpft. Der Autor zeigt, wie Bildungswertschöpfung begrifflich gefasst wird, wie der Wertbeitrag von Angeboten ermittelt und verbessert werden kann und welche Fragen bildungspolitisch anzugehen sind. International-vergleichende Studien wie das Programme for the International Assessment of Adult Competencies (PIAAC) konnten zeigen, dass ein relativ großer Prozentsatz von Personen in hochentwickelten Industriegesellschaften nicht in ausreichendem Maße über basale Kompetenzen zur Alltagsbewältigung verfügt. In der international-vergleichenden Bildungsforschung werden neben Kompetenzdaten auch Länder in Bezug auf ihre Bildungspolitik gegenübergestellt, was sich jedoch in erster Linie auf die schulische und berufliche (Aus-)Bildung bezieht. Ein systematischer und vergleichender Überblick über Alphabetisierungs- und Grundbildungspolitik stand bisher aus und wurde mit dem Forschungsprojekt EU-Alpha (2014–2016) umgesetzt. Ziel des Projekts war es, die Governancestrukturen in diesem Bereich aufzuarbeiten und zu vergleichen. Dazu wurden qualitative Fallstudien in den Ländern Dänemark, England, Frankreich, Niederlande, Österreich und Türkei durchgeführt, die die inhaltsanalytische Auswertung sowohl von Experteninterviews mit Akteuren der Alphabetisierungs- bzw. Grundbildungspolitik des Landes als auch von politischen Dokumenten und Berichten umfassten. Ergebnisse dieser Länderfallstudien werden hier für einzelne Länder vorgestellt. (DIE)
