Peter Wilson has a unique insight into this subject. He was involved in some of the early work on developing local credit systems, as well as acting as Principal Adviser to the Qualifications and Curriculum Authority on the design of the QCF itself. Anhand der Diskussion zentraler Begriffe (z.B. Bildung, Kompetenz) wird darüber hinaus die Vielschichtigkeit der internationalen Debatte aufgezeigt. Schließlich werden die Möglichkeiten und Rahmenbedingungen für das Engagement von Weiterbildungseinrichtungen in Europa ebenso wie das von Staat zu Staat divergierende Teilnahmeverhalten diskutiert.
