Keynote Current
European policies and trends concerning literacy and basic
education

Literacy, numeracy and
digital competences are crucial for participation in work and society and for
further learning. At the moment the European benchmark of low achieving
15-year-olds in reading literacy is increasing (21.3% in 2000 to 24.1% in 2006).
There is the challenge to up-grade the skills of 80 million low qualified people
and to solve the problem of 7 million early school leavers in Europe. Member
States, with support of the European Commission, work on solutions through
policy making and concrete actions.
Workshop 1: Career development,
professionalization and accreditation for literacy and basic skills education
practitioners

This workshop will
take the form of a presentation covering commentary on career development and
the professionalization of teachers working in the Literacy and Basic Education
sector taking examples from the TRAIN participating countries. (Germany,
Ireland, Slovenia, Cyprus, France and Switzerland) The presentation will also
comment on some other European countries including the UK, Scotland and the
Netherlands.
Following the presentation there will be a group discussion
on participants own experiences in Europe and the different views on the process
of professionalization taken in different EU countries.
Two case-studies
will then be presented, one from Slovenia and one from Ireland. Finally the
workshop will culminate in a group exercise where workshop participants will be
asked to contribute their views on specific topics relating to the
presentation.
Workshop 2: Core competences in
literacy tuition

Today it is widely accepted in Europe, that
teaching literacy to adults requires a special set of know-how and competencies.
Yet it is still unclear, what these competencies exactly are and what kind of
formal literacy practitioner training is adequate.
As an input to the
workshop we give an overview of the competencies that the TRAIN consortium rates
as essential core competencies of a literacy practitioner. Moreover, we present
three different examples and approaches of literacy teacher courses that differ
concerning level, duration and content.
Based on this input we proceed
with discussing in groups three key aspects that influence the literacy
practitioner’s job description – and thus the competencies he or she
needs.
Workshop 3: Learning challenges for the
literacy practitioners

The literacy practitioners learning challenge is
embedded in the context of social work and pedagogical work. This situation is
well being reported by literacy practitioners, who often are confronted with
other than mere pedagogical problems.
Therefore, the didactical
and methodical demands on the one hand and the specific demands for social
integration on the other side, are be summarized as the instructors` major
challenge in the learning process of people with literacy problems. Throughout
this workshop, we will discuss specific challenges alongside this presumption
and will ask the following questions:
How to be a counsellor in the
learning process and how to accompany as well as to support the learner? This
learning process has its starting point in the recruitment and is being
transferred to the permanent task to keep the learner motivated. The process is
targeted on that point, when the learner has gained enough skills and confidence
to continue learning in a regular educational system.
A second block of
questions deals with the role and competences of a lecturer: The situation of
the literacy field is about to change but until now, it has been the case, that
there is no generally accepted professional job description for a literacy
practitioner. Practically this means, that we find very different occupations in
the field. All lecturers have their different professional backgrounds and
tackle the demands with their specific experience and views. We will discuss
the question, how to be open for ones own further learning, as experience is
never enough in literacy education.
In this workshop we want to
identify and discuss chances and limitations as well as suggestions how to
challenge obstacles and be proactive to overcome problems.
