The role of regions is changing, as there is an increased tendency towards economic competition amongst them. Networking promises to provide competitive advantages. However, attempts at establishing and successfully employing networks both in the sector of private economy and in the public/communal sector meet with various problems and, notwithstanding their potential, will rather be able to provide solutions where a consensus seems realistic, whereas conflictive processes will continue to require formalized structures and democratically legitimized institutions.
