This transnational project, funded through the SOCRATES Adult Education programme of the European Union, involved collaboration and comparative work between researchers from four EU member states: Finland, Germany, the Netherlands and the UK. The project began in September 1997 and concluded in September 1999. It was directed by Professor Richard Taylor, University of Leeds, UK, and was based at the University of Leeds, UK.

The project was a comparative study of Lifelong Learning (LLL) development in the Higher Education sectors of the four EU member states noted, and focussed upon policy formulation, the import and practice of LLL in the countries concerned, the orientation of LLL both currently and in the future, and barriers to future development. Towards the end of the project, an attempt was also made to draw out some initial comparative conclusions detailing both common features and significant differences between the participating countries.

The main body of this project report lies in the detailed national reports conducted by the project teams in the four countries concerned and in the thematic abstracts developed from them. They were followed by the recommendations flowing from the project and compiled at the final transnational project seminar held in Frankfurt, Germany in June 1999.

In diesem Projekt wurde die Rolle untersucht, die Hochschulen auf europäischer Ebene innerhalb einer zukünftigen Kultur des Lifelong Learning spielen können. Länderbezogene Studien wurden für Deutschland, Finnland, Großbritannien und die Niederlande erstellt. Das DIE war der deutsche Partner in dem von der Universität Leeds koordinierten SOKRATES-Projekt
