Abstract
Regulations relating to training release (training leave) now exist in eight EU states. Where they exist, insufficient transparency and counselling, resistance in companies and fear for jobs have been ascertained in those eligible. There is frequently a lack of political will to make training release more effective for lifelong learning.
In a Socrates project (1998–2000) with partners from Belgium, France, Italy and Germany the question of whether training release can be a strategy for the promotion of lifelong learning was central. The common recommendation for training release and further training is based on research in the participating states and on the results of an international conference.
Training release should be understood as an essential component of a concept for lifelong learning in Europe. It is therefore necessary to facilitate this for all people during their working life. They should receive the right to individually select the offer and suffer no disadvantage with regard to employment status, continued payment of remuneration, etc. A European agreement should determine the minimum duration. The paper contains tangible calls to action to the European institutions, member states, regional and local bodies, social partners and companies and to further education providers.
