Abstract

Ein Heft zur "Input"-Seite von Bildungsfinanzierung. Lebenslanges Lernen im allgemeinen und Weiterbildung im speziellen sind von all jenen zu finanzieren, die davon profitieren: Staat, Unternehmen und Individuen. Das nennt man "Ko-Finanzierung". Eigentlich sollte dieses Heft zur Bildungsfinanzierung pünktlich zum Votum der vom BMBF eingesetzten "Expertenkommission zur Finanzierung lebenslangen Lernens" erscheinen. Nun hat sich die Übergabe des Kommissionsberichts verzögert, so dass vorerst "nur" Beiträge enthalten sind, die vom Kommissionsvotum unabhängig sind; "vorerst" deshalb, weil ein Supplement die thematische Einheit bald nach Öffentlichwerden des Votums komplettieren wird.

Dieser Artikel stellt sieben allgemeine Gesetzmäßigkeiten in Bezug auf die Bildungsfinanzierung zusammen und illustriert sie an europäischen Schlüsselkennziffern. Erklärt werden u.a. die Baumol’sche Kostenkrankheit, das Brecht´sche Gesetz, das Engel’sche Gesetz und Liebigs Minimumgesetz. Vorangestellt ist eine kurze Übersicht zu den Bildungsausgaben in Europa.

Die Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (OECD) bewertet Investitionen in Bildung nach ihrer Nachhaltigkeit. Studien zeigen: Investitionen in Erstausbildung sind ökonomisch und finanziell nachhaltig. Im Falle des Erwachsenenlernens ist diese bisher kaum überprüfbar. Es scheint aber richtig, die Finanzierung auf mehrere Schultern (Individuen, Öffentlichkeit und Unternehmen) zu verteilen (»Ko-Finanzierung«). Wurzburg stellt hierzu drei in letzter Zeit innerhalb der OECD-Länder diskutierte Lösungstypen vor: Senkung der direkten Weiterbildungskosten für Individuen durch anteiliger Kostenübernahme; Ersatz von Einkommensausfällen für Lernaktivitäten; Modelle zur Risikostreuung. Es fällt auf, dass viele der praktizierten Lösungen auf das kleinere Problem der direkten Kosten zielen.

Einleitendes und aktuelles zur inhaltlichen Verklammerung der drei Begriffe.

Mechthild Tillmann ist seit 2000 Leiterin der Rhein-Sieg-Volkshochschule. Neun Städte und Gemeinden des rechtsrheinischen Rhein-Sieg-Kreises haben sich im Volkshochschulzweckverband Rhein-Sieg zusammengeschlossen. Seit ihrem Amtsantritt hat sie innovative Lösungen der Finanzierung erreicht. Für »DIE« legt sie die Karten auf den Tisch, wie sie trotz neuerlich gekürzter Landesmittel (vgl. den Beitrag von Neu) einen tragfähigen Haushalt vorlegen kann. Mit ihr sprach Dr. Peter Brandt.

The changes in further education supported under the provisions of SGB III (Social Code III) engender a reorientation towards demand orientation. The effects must be termed dramatic after a year. Monies decreased by around 25 percent between 2002 and 2003. Participation and entry numbers in courses were drastically reduced. These effects are not temporary phenomena, but rather mark a change of system which further education providers must prepare themselves for.

The institution-economic analysis of problematic principal-agent relationships at off-the-job courses offered by the Bundesagentur für Arbeit (Federal Employment Services) shows: The introduction of education vouchers does not change anything about the weaknesses of the system because qualification still happens outside the market. What is rather needed is a redirection towards on-the-job qualification measures since only these can help unemployed persons to find a job. Thus, qualification vouchers are to be preferred over formation vouchers in spite of possible deadweight losses.

In-company further education causes direct and indirect costs that can be divided up between employers and employees in different ways. The article provides an overview of a number of financing models of in-company further education, presenting empirical results of various surveys conducted in enterprises. Not only range of and participation in further education is dealt with, but also the height and composition of further education costs, the timing of qualifying measures, employees’ paying a share of the direct costs, the application of redemption stipulations and so-called learning time accounts.

German universities have been compelled to live on a tight budget for years. Therefore, university financing is on the one hand concerned with more efficiency, on the other hand with the opening up new sources of income. Possible instruments for more efficiency are global budgets and the dividing-up of budgets according to indicators. New sources of income might be funded research and the provision of further education. But German universities are still a long way from being "entrepreneurial universities". Study charges and donation capital could provide perspectives for that. Excessive expectations in the market of scientific further education are, however, warned against.

On the occasion of the passing of the North Rhine-Westphalian budget for 2004/2005 the author takes a close look at the Land’s support of adult education. From the viewpoint of a Catholic association he draws a dark picture of financial means continuously on the decrease that gives rise to the impression that the constitutionally guaranteed promotion of adult education is a model up for discontinuation.

Ein Längsschnitt durch die Geschichte der Weiterbildungsfinanzierung.

The Grundtvig project European Intercultural Competence Programmes (EICP) conducted at the DIE tests further education measures for administrative bodies that involve intercultural competence, not just as far as staff development is concerned, but also in terms of organisation development. The concept is based on the idea of civilian dialogue and addresses heads of administration as well as representatives of migrants’ organisations.
