Adult Learning and Education in Immigrant Settlement and Integration Partnership

Research Question

The project aims to establish a long-term research partnership on the topic of continuing education in a society of migration (ALE-in-ISI Partnership) between Canada and Germany (in cooperation with the University of British Columbia (Canada), Faculty of Education, Department of Educational Studies). UBC in Canada and the DIE in Bonn are serving as the initiators and lead institutions to establish a long-term network among practitioners in both countries, as well as representatives from administration and politics, and other researchers.  

This project, funded in part by the Canadian research funding organization Social Sciences and Humanities Research Council (SSHRC) as part of the “Partnership Development Grant” program and in part by the DIE’s own funds, examines integration and continuing education policies for immigrants in Canada and Germany with the aim of generating transnational knowledge on the structures of continuing education systems to promote the integration of immigrants. 

In doing so, we take into account the systemic structures within which such continuing education programs, providers, and participation are embedded, and ask: To what extent do legal and financial regulations differ regarding participation as well as the programs offered by measures aimed at promoting integration? What do the program and participation structures look like in both countries? What are the relationships between the programs, participation, and the effects of measures designed to promote the integration of immigrants in the two countries? 

Methodologically, a scoping review, semi-structured interviews, secondary data analyses, and exploratory qualitative case studies will be conducted in four cities in Germany and Canada, building on one another. 

Taking into account the perspectives of practitioners is another key aspect, for which the “community-based partnership” (CBP) approach is utilized and elements of participatory research are implemented. To this end, the project will build on the existing “DIALOG Practice Network for Knowledge Transfer and Innovation” at the DIE to develop a transnational discussion forum bringing together practitioners, academics, and policymakers.
