This article investigates the internationally-comparative question how basic education policy is understood at the national level of policy formulation (policy), and how this basic education policy is – taking into account the institutional rules and responsibilities of the multi-level-system (polity) – implemented by a constellation of actors into national education policy (politics). On the basis of empirical data from the project “EU-Alpha”, the interplay of policy, polity and politics in ba…

Thereby they differ between (1) educational marketing in international comparison (using the example of comparison of the English and German situation) and (2) international educational marketing, so the development of communication- and dissemination structures of regional or national offers for an international market. For 1…
Literacy as specified in the recent PIAAC survey (OECD 2013) is separated into competence levels. This allows a comparison of adults performing on literacy Level I and below versus those performing on Level IV and above. The PIAAC survey also contains variables on participation in adult education. Core findings confirm the Matthew effect for participation rates, but not for training hours.
International stimuli. More than 25 years of literacy and basic education A look back at the history of literacy discussions as a debate starting in the 1970s and heavily influenced by international organisations. The urgency of the subject is demonstrated at the start by international figures on the extent of illiteracy. The author sees today’s questions and issues as rooted in the 1980s and 1990s; in his overview of the German government's current funding focus he points out that there is…
Focusing on Germany, the authors provide an overview on the PIAAC key findings. In addition to the findings on everyday skills, an insight on factors such as age and educational qualification, which influence the characteristic of competences, is presented.
In international comparative analyses on further education the clustering of countries is widely established. Frequently, such typologies are derived heuristically, referring to theoretical approaches or single indicators, which make it difficult to obtain a systematic overview. This contribution presents the main arguments of two theoretical approaches (welfare state regimes Esping-Andersen 1990 and varieties of capitalism Hall/Soskice 2001) that refer to indicators on the macro level for expl…
In the last years the issue of adult literacy has gained international and national importance – not least due to the comparative surveys IALS, ALL, and PIAAC, conducted by the OECD. The result was a series of developments in education policy, in particular regarding the promotion and financing of adult literacy programmes. Based on country reports, the present article provides internationally comparative insight into the discussion regarding the promotion and financing of adult literacy progra…
