This article reports on expert assessments of the opportunities and risks of the current DQR process from the perspective of adult education centres. The seven experts from Germany and Austria who were surveyed in the EU Transfer Project critically analyse above all the focus on formal learning. The change in orientational perspective towards towards learning results can offer an impetus for programme planning, but also requires new skills and abilities on the part of further educational staff.
Course teachers who cooperate in quality assurance programmes of their institutions tend to find this work gratifying in various ways: they improve their professional background, they get to look at their institutions from a new and interesting angle, and they profit from organisational improvements arising from quality projects. Programmes for persons who are not acquainted with learning can only be successful if teaching and learning is understood as a dialogical process between trainer and participant. One of the major abilities participants should achieve during this process is to take over the responsibility for their own learning. The author describes tools developed in her own practical work: a set of questions designed as a framework for the negotiation of the individual learning project.
