Ausgehend von einer skeptischen Einschätzung der zukünftigen Entwicklung der Chancengleichheit im Weiterbildungsbereich plädiert der Autor in Anlehnung an einen Gedanken von Friedrich Edding aus dem Jahr 1988, einen Bundesrahmenordnung zur beruflichen Weiterbildung für eine Neuordnung der Lernchancen zu schaffen. Abstract: The paper describes trends of convergence and divergence in enterprise-provided continuing vocational training in Europe between 1999 and 2005. Based on the survey CVTS, the indicators for courses incidence, access, intensity, direct costs and the indicator learning at the workplace will be analyzed. The paper concludes with an outlook with references to sketches of an educational theory to be written for this field of adult education.
Hans Georg Rosenstein describes the objectives and priorities of the renewed European Agenda for Adult Learning, which was adopted by the European Council in 2011. Both, the role of the European Commission are analyzed as well as the tools and budget for the agenda’s implementation. The article concludes with a critical classification of »Erasmus for all«, the new EU-programme for general and vocational education.
Within the framework of the PISA discussion, adult education must discover the parents as an affected part of the public more than has as yet been the case. Parents need scientifically founded summary knowledge as a basis for decision-making (for example concerning the educational orientation of their children), and professional guidance in matters of the enhancement of learning capacity at an early age.
Continuing digitalisation is a macrosocial phenomenon – dealing with it is a macrosocial task. For the educational field, it does not only concern a change of teaching-learning situations due to digital media but also the issue of contributing to the changing situation - without excluding certain groups. According to the author, the issue of digitalisation does not allow federal disputes and segment-specific separation of educational areas.
The author presents examples of good practice and defines central tasks and processes of modern libraries, which are regarded as central learning spaces for adults. Using the criteria »shortage – surplus«, »consumption – co-creation« and »product – process«, the relevant social challenges for libraries and adult education are described. It becomes evident that libraries and adult education are in a period of transition, which requires suitable architectural solutions.
