The article focuses on the presentation and commentary of the PIAAC study in the German press. Whereas the interpretations varied in the journalistic and political area, the associations and interest groups agree on the increased necessity for investments in the field of adult education.
The book deals, for the first time, with the further education and training participation of adults in a systematic and regionally disaggregated fashion. The analyses differentiate not only socio-economic and demographic characteristics, but also regional contexts. Some regions show particularities in further education behavior. It is controversial whether vocational basic and continuing education is substitutable or complementary. This report approaches the issue from an entrepreneurial perspective with a special focus on company sizes and provides empirical results on the basis of the IAB-Betriebspanel (representative employer survey). The valuations of a bivariate probit model also indicate the dependency of complementary and substitutional correlations on the individual company size.
