Within the framework of the PISA discussion, adult education must discover the parents as an affected part of the public more than has as yet been the case. Parents need scientifically founded summary knowledge as a basis for decision-making (for example concerning the educational orientation of their children), and professional guidance in matters of the enhancement of learning capacity at an early age.
Adult educators often have to work with a small budget; at the same time, they are committed to educational ideals. By examining the mission statements of German adult education centres (Volkshochschulen), the article shows how this tension between the ‘guiding institutions’ of education and cost-efficiency is reflected in the values of these education providers. In the person of the „quality developer“, the concepts of the staff and the organisational developer merge in a common striving for more excellence. It focuses on analysing the outcome of alphabetization and basic education courses on biographies and coping mechanisms of functional illiterates.
