For various reasons adult participation in lifelong learning does not measure up to expectations tied to the agenda of lifelong learning. This report provides an overview of the standards between professional and organisational logic for adult education – from the perspective of funding and continuing educational organisations, education policy and research. It also summarises various strategies for improving teaching and training, and identifies outstanding questions. It also points out the role of teaching as a construct, which largely depends on the viewer’s perspective.
Based on the assumption that the findings gained during the PIAAC study provide an impetus for the development of demand-driven support opportunities, the author points out the needs for improvement in the field of basic education. At the same time, regarding the content, the author warns of constricting adult education in favour of competence and outcome oriented programmes.
