The article provides an insight into supranational and international continuing education monitoring. The author identifies three particularly relevant tools for adult learning: the Adult Education Survey conducted by the EU, the OECD Programme for the International Assessment of Adult Competencies (PIAAC) and the European Lifelong Learning Index. In this article the author characterizes moral conflicts, calls for argumentative solutions, and points out learning chances provided by conflict management. He refers to Toulmin‘s argumentation theory and Habermas‘ discourse ethics. Thus, educators can contribute to the success of ethical learning if their institution guarantees corresponding frame conditions.
