Gegründet wurde die landesweite, und insbesondere von den Gewerkschaften geförderte Organisation 1903 von Albert Mansbridge und seiner Ehefrau Frances Jane Pringle unter dem Namen „Association to Promote the Higher Education of Working Men". 1905 folgte mit der Zulassung von Frauen die Umbenennung. In den Anfangsjahren wurde eine enge Partnerschaft mit den Universitäten aufgebaut. Heute ist sie die größte, aus Spenden finanzierte Erwachsenenbildungseinrichtung Englands.
The report examines the transferability of Howard Gardner’s approach »Five Minds for the Future« to the field of continuing education. Along the »Five Minds«, he points out their significance as a plea for holistic education.
