The paper tackles the issue of procedures for the validation of competences, which are used in the tertiary education sector in order to evaluate an individual’s study ability on the basis of his/her vocational qualifications. The rigid division between the three subsystems of continuing vocational training in Germany (continuing vocational training for employees, continuing vocational training for the unemployed, individual continuing vocational training) hinders the implementation of an integrated labour market and qualification policy. As a result an effective and efficient use of the financial means for training (combination of financing resources) is not possible.
From 1992 to 2007 a considerable amount of German and EU funding was put into development projects described as “Qualification Development Management” (German acronym: QUEM) and aimed to support the quality of vocational qualification structures in the former GDR. QUEM was sponsored by the ABWF (Study Group for Corporate Continuing Education Research). People learn in manifold ways in football clubs. This article illustrates this by examining the manager-licensing system of the German Football Association and initiatives aimed at strengthening the role of volunteers in clubs through special qualification strategies. This article supplements a retrospective text which shows that clubs are an important place of learning and the roots of adult education lie in the domain of clubs.
Teacher training responds to the PISA results with professional qualification of the teaching staff in the areas of deficiency (language and reading competence, mathematical-scientific knowledge, competence in diagnosis and support). Apart from that it must also help school as a system to evolve in manifold ways (obligatory training, school autonomy, staff development, co-operation of schools in matters of instruction, systematical planning of training measures).
The paper reviews trends in adult learning in England in the ten years from the election of Labour government in 1997. It highlighted an initial focus on expanding and widening participation in a wide range of initiatives in the years to 2002. From 2003 there has been a dramatic narrowing of focus giving priority to funding qualifications related to the labour market. Throughout the period it highlights restless change in institutional structures.
