Die Vielzahl der Qualitäts- und Evaluationsberichte ist kaum noch zu überblicken. Der Gehalt dieser Berichte ist unterschiedlich. Der REPORT 43 bemüht sich um eine Zwischenbilanz der Qualitätsdiskussion, insbesondere der (erwachsenen-)pädagogischen. Die Beiträge zeigen, dass Qualität von Bildungsarbeit "relational" zu denken, d. h. dass Qualität situations-, zielgruppen-, kontext- und beobachtungsabhängig ist.
Das Heft dokumentiert die Beiträge der Jahrestagung 1998. Neben dem Einführungsvortrag sind die Referate aus den folgenden Arbeitsgruppen vertreten: 1: Politik in der Erwachsenenbildungswissenschaft 2: Professionalität und Kompetenz in der Erwachsenenbildung 3: Programmatik, Theorie und Empirie der Erwachsenenbildungswissenschaft 4: Teilnehmende als schwindende Bezugsgröße 5: Individualisierung und Gemeinschaft - Orientierungen der Erwachsenenbildungswissenschaft

The article studies the image of adults behind the concept of lifelong learning. Educational policy documents are studied, which substantiate strategies of lifelong learning on a global, European and national level. Papers issued by the UNESCO, OECD, EU-Commission and Federal/State Commission for Educational Planning and Research Promotion (Bund-Länder-Kommission – BLK) rarely explicitly include adults. This contribution describes an approach for the assessment of the total expenditure for adult and continuing education and training (ACET) in Austria, broken down by public and private sources of financing. Variants of estimates of the expenditure are presented. Direct expenditure has been at 0.7% and the sum of direct and indirect expenditure at 1.2% of GDP in 2009. The ageing population presents a series of policy challenges, for which our current three phase model of the lifecourse is unhelpful, especially by overlooking the changing nature of the “third age”. Encouraging people to stay longer in paid work is a key priority for Government, and training is often advocated as a way of encouraging this.
