Qualification and innovation in the region The contribution of small and medium-sized companies In this contribution the results of a survey of small and medium-sized companies on qualification performances and further education outlays are sketched and follow up points for further results and perspectives of formation are presented.
The first generation of people with professorships started work in the 1970s.They were scientifically exploring and at the same time working practically aligned. Their educational scientific basic approach to work was taken up by the succeeding generations of scientists, developed further and extended by new topics. The futher alteration of generations lets us await a prosperous development of the panel that is open towards the future.

Private individuals in Germany bear in some cases high costs individually and spend leisure time to a considerable extent for their professional further qualification. To what extent does the investment of money and time pay for course participants in further education? The author outlines how course participants estimate to which degree they benefit from their professional further education and how they judge the relationship of cost and effect. Can the benefit derived from a course in further education be measured? Which methodological considerations are to be taken into account? It must be defined first of all which indicators are supposed to indicate the benefit. Evaluators and stakeholders must agree on set points. Data have to be collected using the methods of qualitative as well as quantitative research. Under evaluation aspects, anecdotic evidence has no value. On national and international level, a number of alternative financing models for lifelong learning processes are being discussed: self financing by the learners, individual income transfer assurance systems, individual education bonus systems, state funding oder financing by companies or fonds. The author describes the different models recommending mixed cooperative forms for the German educational system.
