The learning movement of a social movement beginning in 1957. 18 German nuclear physicists signed a declaration in 1957 in which they refused to take part in the production, testing and use of nuclear weapons. This “Göttinger Declaration” was the beginning of the anti-atomic energy movement, which subsequently developed into a self-organised educational scene. This paper deals with a new approach in the promotion of literacy, which focuses on social integration. This approach has been inspired by a concept of adult education aiming at integration and by social work oriented to the life world of the addressees. These concepts are being adapted to the work with functionally illiterate persons. European countries, North America and Japan are strongly affected by demographic change and ageing populations. In these countries a discourse emerged about using the potentials of older people and the role of lifelong learning in this process. This text focuses on international results of further educational participation of older people and outlines concepts of learning in later life in Germany.
