Justice and the right to continuing education Education opportunities are unfairly distributed. In the area, too, of continuing education there are disadvantaged groups of persons who especially have already suffered discrimination during their initial vocational education and training. The demand for equal opportunities which dates back to Aristotle and John Rawls implies that everyone who suffers as a result of insufficient or unsatisfactory results in their initial training should have a…
The contribution assesses the consequences for adult education emerging from the running GATS negotiation round. Initially the present situation of the regulations are described which apply for the EU since 1994 and which restrict liberalisation to privately financed educational services. Since 2002 the USA and Brazil are demanding further steps to be taken by the EU. The possible consequences are estimated of the discontinuation of – among others – the subventions reserve for special areas of …
From 1992 to 2007 a considerable amount of German and EU funding was put into development projects described as “Qualification Development Management” (German acronym: QUEM) and aimed to support the quality of vocational qualification structures in the former GDR. QUEM was sponsored by the ABWF (Study Group for Corporate Continuing Education Research). In this article the author, a scientist working on QUEM, sums up the activities in the programmes and projects which were funded. He identifies …
In the present European context migrants and refugees are represented as a threat to security in the first place. Adult Education, especially when subsidised by the state, finds itself in a double-bind. On the one hand it has to offer a place for “Bildung” for all adults, where they can develop themselves according to their interests, capabilities and needs. Unequal chances are to be reduced and the humanistic ideal of development and expression of one’s personality shall be met. On the other h…
The author presents the idea of Web 2.0 providing new opportunities for the political participation of citizens. First, he evaluates possible target groups. Corresponding empirical observations reveal a distinction between those who have arrived in the world of digital content and those who have not. Political education focuses on so called »digital outsiders« to avoid long-term representation deficits caused by an increasingly digitalized democracy. In conclusion, necessary competences of poli…
