The market for distance education of adults is experiencing a change of paradigm that has serious consequences on the financial structure of private schools for distance learning. On national and international level, a number of alternative financing models for lifelong learning processes are being discussed: self financing by the learners, individual income transfer assurance systems, individual education bonus systems, state funding oder financing by companies or fonds. The author describes the different models recommending mixed cooperative forms for the German educational system.
The rigid division between the three subsystems of continuing vocational training in Germany (continuing vocational training for employees, continuing vocational training for the unemployed, individual continuing vocational training) hinders the implementation of an integrated labour market and qualification policy. As a result an effective and efficient use of the financial means for training (combination of financing resources) is not possible.
Der Autor verweist auf die Liste derer, die an einem Finanzierungsprozess lebenslangen Lernens beteiligt sind: Bildungshaushalte des Bundes und der Länder, Bundesanstalt für Arbeit, Wirtschaft und die Privataufwendungen der Teilnehmer selbst.
