Marie Jean Antoine de Condorcet (1743-1794) hat in seiner für die französische Nationalversammlung verfassten Schrift „Bericht und Entwurf einer Verordnung über die allgemeine Organisation des öffentlichen Unterrichtswesens“ (1792)) ein Konzept vorgelegt, nach dem organisierte Bildungsveranstaltungen jeden Menschen ein Leben lang begleiten sollten. PIAAC reveals the deficits of basic competences within the adult population. To master this problem, which also applies to the labour market, the author calls for establishing a Federal Office for the protection of basic education.
