Ausgehend von einer skeptischen Einschätzung der zukünftigen Entwicklung der Chancengleichheit im Weiterbildungsbereich plädiert der Autor in Anlehnung an einen Gedanken von Friedrich Edding aus dem Jahr 1988, einen Bundesrahmenordnung zur beruflichen Weiterbildung für eine Neuordnung der Lernchancen zu schaffen. Dafür werden die Themenfelder skizziert.
Christoph Ehmann untersucht alle Bereiche des Bildungswesens hinsichtlich Finanzierbarkeit und möglicher Finanzierungsformen.
