This article is concerned with the discourse and policy of lifelong learning in Europe after 1973. It deals with the question whether the 1980s have to be seen as a period of diminishing interest in lifelong learning or as a formative phase of so called neoliberalism. The article reveals the effects of GRUNDTVIG learning partnerships between 2008 and 2012 and points out the most significant contents. The project’s future remains uncertain despite the increasing number of applications for GRUNDTVIG learning partnership. A continuation within »Erasmus for all« or »YES EUROPE« is possible.
Hans Georg Rosenstein describes the objectives and priorities of the renewed European Agenda for Adult Learning, which was adopted by the European Council in 2011. Both, the role of the European Commission are analyzed as well as the tools and budget for the agenda’s implementation. This report reflects potentials and dangers for adult education resulting from the process of Europeanizing educational politics. The report indicates the associated structural mechanisms of action in the area of tension of cooperation and competition with the example of the European Qualification Frame (EQF). Looking at consultancy for European project work, the article reveals the common obstacles and success factors for cooperative ventures between adult education institutions as part of EU funding programmes. The author recommends paying particular attention to all the parties' interests to ensure there is joint ownership.
