The education cheque, introduced in North Rhine-Westphalia, is a funding instrument which has been running since 2006 and is based on demand. This report provides an overview of the standards between professional and organisational logic for adult education – from the perspective of funding and continuing educational organisations, education policy and research. It also summarises various strategies for improving teaching and training, and identifies outstanding questions. It also points out the role of teaching as a construct, which largely depends on the viewer’s perspective.

The rigid division between the three subsystems of continuing vocational training in Germany (continuing vocational training for employees, continuing vocational training for the unemployed, individual continuing vocational training) hinders the implementation of an integrated labour market and qualification policy. As a result an effective and efficient use of the financial means for training (combination of financing resources) is not possible.
On national and international level, a number of alternative financing models for lifelong learning processes are being discussed: self financing by the learners, individual income transfer assurance systems, individual education bonus systems, state funding oder financing by companies or fonds. The author describes the different models recommending mixed cooperative forms for the German educational system.
