After the federal elections, the Federal Ministry of Education and Research has taken on a new organisational structure. For the first time, its activities in further education are now bundled together in a seperate department (»Lifelong Learning, Further Education«), thus enabling the ministry to »speak with one voice«. On top of this, the superior department is »University, Further Education«, which shows that the two are considered as equivalent from the organisationalpolitical viewpoint.
For 30 years, the author has been director of the communal adult education institute “Volkshochschule” at a middle-size town in Southern Germany. In 1998, the costs of 3 million DM were financed jointly by the town (50%), the participants of the courses (40%) and the Land Baden-Württemberg (10%). The rigid division between the three subsystems of continuing vocational training in Germany (continuing vocational training for employees, continuing vocational training for the unemployed, individual continuing vocational training) hinders the implementation of an integrated labour market and qualification policy. As a result an effective and efficient use of the financial means for training (combination of financing resources) is not possible.
