Traumatisation and national emergency semantics. Continuities in educational policy from Sputnik to the PISA shock The successful launch of the Soviet satellite “Sputnik” in the autumn of 1957 had a lasting impact on u.S. educational policy: expenditures on education and science skyrocketed in order to keep up in the technol-ogy race with the Soviet union. this article explores the conditions in which the launch of a satellite led to a profound shock while at the same time analysing the sema…
In the search for strategies to combat skills shortages, employees with simple tasks have often not been focused on. However, making up about 20?% of all employees, this group of workers represents an important qualification potential. It is the purpose of our paper to investigate the question whether expected or existing difficulties in filling vacancies for skilled personnel increase the training activities of firms towards employees in low-skilled jobs. Our analyses show that expected skills…
Matthias Pfüller outlines the historical development of central and peripheral regions in the former GDR and former West Germany. Both qualities are found to be relatively persistent. Still, there have been successful attempts at bringing centre and periphery closer together, such as the FRG „educational offensive“ in the 1960s and similar efforts in the GDR. Since the 1990s, however, Germany’s inner dissimilarities have not been further reduced, but are rather on the increase. The author dou…
Findings of the empirically and medically oriented sports sciences point to the fact that ageing processes can be retarded and their consequences alleviated by adequately dosed exercise. The compensation-oriented intervention plan derived from this fact is, however, based on normative ideas of an unproblematic functioning of the body which is seen as the essential prerequisite of a high quality of living in old age. The objective of an education for the elderly that focusses on an emancipative …
Does law governing continuing education distinguish between general and vocational education? This article examines the question as to whether and in what manner applicable law governing continuing education in Germany distinguishes between general and continuing vocational education. The analysis of the historical line of development shows that this was definitely the case especially during the phase of the so-called “qualification campaign” in the 1970s and 1980s. In the present, on the ot…
In the present contribution the final report of the Expert Commission on Financing Lifelong Learning is compared to a firework: it has provoked a short-term enthusiasm and attention. What is there to do in order not to let the ideas deflagrate but conserve chances for their implementation? The author asks the actors of further education to help oneself offensively with the arguments of the report (“public interest“, “more investments necessary“, “increase sovereignty demand“) and to advertise t…
Further education is regarded as an investment in the future, in which large parts of the population of Germany participate. However not all groups benefit from this investment in equal measure. The contribution particularly focuses on the further education situation of migrants. A subsequent subscription of the development of pedagogical concepts of deficit- and adaption orientated basic approaches from the early 1970s up to the current stronger resource- and integration orientated offers. The…

Focusing on organization-wide approaches which foster diversity, the study analyses the level of organization and management, human resources and the spectrum of educational opportunities. The survey was addressed to public educational institutions that are legally recognized as well as to private institutions. The empirica…
