The contribution assesses the consequences for adult education emerging from the running GATS negotiation round. Initially the present situation of the regulations are described which apply for the EU since 1994 and which restrict liberalisation to privately financed educational services. In diesem Grundlagenartikel zu Zertifikaten im Bereich der Weiterbildung werden die unterschiedlichen Funktionen und gesetzlichen Grundlagen von Zertifikaten und ihrer Anerkennung vorgestellt und kritisch diskutiert.
In dem Beitrag werden aktuelle Standpunkte und Projekte zur Qualitätstestierung in der Weiterbildung skizziert und diskutiert. Im Anschluss werden bildungspoltische Trends - zunehmende Ökonomisierung der gesamten Weiterbildung - herausgestellt und allgemeine Schlussfolgerungen - die Vernetzung unterschiedlich ausgerichteter qualitätspolitischer Initiativen - gezogen.
Anhand empirischer Daten wird herausgearbeitet, dass die Koordinaten der Weiterbildung sich von bildungspolitischen Intentionen zur arbeitsmarkt-und sozialpolitischen Ausrichtung verlagert haben. Für die Zukunft wird vermutet, dass die Weiterbildung noch stärker an den Rand wohlfahrtsstaatlicher Politik geraten wird.
