Voluntary engagement is firmly integrated in the structures of our society. To be able to foster it, one has to understand who is engaged and why. Drawing on data of PIAAC and CiLL surveys, the authors show that age is not a relevant factor in why someone is engaged. Rather, education is a key factor in taking up volunteering activities. This, it is shown, is also true for non-formal activities of adult education.
PIAAC reveals the deficits of basic competences within the adult population. To master this problem, which also applies to the labour market, the author calls for establishing a Federal Office for the protection of basic education. This office may be an opportunity for people with and without a migrational background, persons seeking employment as well as precariously employed people to attend vocational education and training programmes, which are funded by the government.
The Author presents a shortened version of the report »The Social and Personal Benefits of Learning: A Summary of Key Research Findings« by the »Centre for Research on the Wider Benefits of Learning (WBL)«. The wider benefits of early childhood education as well as school, university and adult education are examined. The wide range of positive educational benefits contains crime prevention as well as a reduced nicotine consumption or increased tolerance.
The article is based on the assumption that there is a dialectical correlation between biography and society. The authors develop an analytical category to better conceptually capture the influence of education policy frameworks through individuals’ professional performance. The main focus will be on the life stories of two figures which are pivotal for the development of the Hessian or even German history of adult education: Walter Korn and Rudi Rohlmann.

Adult education for people without school graduation or graduation from vocaltional training Report on a study for the OECD Germany participated in the partial undertaking “adult learning of the low educated and low skilled” within the OECD-programme “Thematic review on adult learning: The second round”. The contribution describes the decrease of the level of qualification of the younger population and from this it names the resulting requirements to adult education.
