Die Dokumentation der im Rahmen des Projekts „Netzwerk Grundqualifikationen“ durchgeführten Zukunftswerkstatt beschreibt die einzelnen Phasen und Arbeitsschritte sowie neu entwickelte Projektideen. Zu folgenden Themenkomplexen wurde gearbeitet: Inhalte/Methoden/Konzepte, Strukturen/Gesellschaft und Kooperation/Vernetzung. Außerdem sind eine Zeittafel zu Alphabetisierung und Grundbildung in der Bundesrepublik Deutschland und ein Beitrag zur Methode der Zukunftswerkstatt enthalten.

Dennoch sind nur unverbundene und partielle Informationen zu diesem Bereich verfügbar. Beobachtungs- und Steuerungsinstrumente, die der Dokumentation, Weiterentwicklung oder dem systematischen Aufspüren von Trends dienen, sind kaum vorhanden. Die Weiterbildungsstatistik versteht sich als Beitrag, diese Lücke zu schließen.
