Mechthild Tillmann ist seit 2000 Leiterin der Rhein-Sieg-Volkshochschule. Neun Städte und Gemeinden des rechtsrheinischen Rhein-Sieg-Kreises haben sich im Volkshochschulzweckverband Rhein-Sieg zusammengeschlossen. Seit ihrem Amtsantritt hat sie innovative Lösungen der Finanzierung erreicht. Für »DIE« legt sie die Karten auf den Tisch, wie sie trotz neuerlich gekürzter Landesmittel (vgl. den Beitrag von Neu) einen tragfähigen Haushalt vorlegen kann. Mit ihr sprach Dr. Peter Brandt.
Dieser Artikel stellt sieben allgemeine Gesetzmäßigkeiten in Bezug auf die Bildungsfinanzierung zusammen und illustriert sie an europäischen Schlüsselkennziffern. The changes in further education supported under the provisions of SGB III (Social Code III) engender a reorientation towards demand orientation. The effects must be termed dramatic after a year. Monies decreased by around 25 percent between 2002 and 2003. Participation and entry numbers in courses were drastically reduced. These effects are not temporary phenomena, but rather mark a change of system which further education providers must prepare themselves for.
The author investigates whether, to which extent and due to which motivation migrants participate in general further education programmes of the City-Volkshochschule (adult education school) of Berlin. Results: The ethnic composition of the city district is not mirrored in that of the course participants. Whichever their formal education, migrants are more than German course participants motivated on the personal level.
279 participants in a survey on elearning applications for foreign language learning in Volkshochschulen (German adult education schools) had little prior knowledge. While they do indeed have interest in such applications, they still keep to formats known from their previous learning experience.
