New accesses to further education and work by making up balances of competence? First answers from Europe and Germany Several developing practices of acquisition, evaluation and documentation of informal and formal competences are presented. In a second step the several practices are structured and the model of the bilans des competences from France and a German adaption is explained.
The rigid division between the three subsystems of continuing vocational training in Germany (continuing vocational training for employees, continuing vocational training for the unemployed, individual continuing vocational training) hinders the implementation of an integrated labour market and qualification policy. As a result an effective and efficient use of the financial means for training (combination of financing resources) is not possible.

The article provides an overview of the constellation of stakeholders in health education. It focuses on the publicly funded section and its current challenges such as the participants' age pattern, as well as the range of services and the relating quality standards.

Based on the PIAAC findings, the authors certify international competitiveness to the German educational system and refute the reproach of insufficient training maturity of German trainees. Rather than formulating normative claims regarding educational processes, the aim is to empirically examine the conditions under which workplace learning takes place. The focus is on the process of needs assessment as part of program planning. Firstly, this process and the stakeholders involved are described for different types of programs.
