In the person of the „quality developer“, the concepts of the staff and the organisational developer merge in a common striving for more excellence. Institutions in further education that wish to take quality development into their own hands thus are defining a new temporary role that has to rely on very special competences. Elke Mathes explains about this role and adds insights on further qualification needs from the DIE course “Quality developer in institutions of adult education”.
First results from the PIAAC survey, which was conducted in 25 countries, will be published in October 2013 by OECD. PIAAC collected information about adult competencies through representative data from a background questionnaire and from assessments of three competence domains. In Germany exists an additional study called "Competencies in Later Life" (CiLL), which is designed for people (aged) between 66 and 80 years. This article presents the context of the study, the process of data collecti…
The author presents the idea of Web 2.0 providing new opportunities for the political participation of citizens. First, he evaluates possible target groups. Corresponding empirical observations reveal a distinction between those who have arrived in the world of digital content and those who have not. But information is volatile: the need to replace or update obsolete information becomes ever more pressing, as technological and scientific development moves on. This, however, happens in the context of a compartmentalization of society into a sector of successful, flexible individuals on the one hand and a sector of t…

The author traces the change in paradigm in educational policy from the perspective of the Ministry in charge as a »fundamental empirical change«. It shows structures and framework conditions underlying pertinent major projects (National Educational Panel, technology-based testing, the Programme for Empirical Educational Research) and draws attention to the output and competence orientation as their “leitmotif”. By the same token it views educational policy and educational research as being dep…
Basic civic education is discussed as a substantial pillar in the discussion on basic education, although little is known about the basic civic skills of adults with low literacy skills. In this article based on the results of LEO 2018 and with logistic regression models, the thesis is examined that low-literate adults assess their own civic skills as rather low and thus exclude themselves from the political field. It is shown that even when controlling for various socio-economic factors, low-l…
