GER war eine freiwillige Organisation, die von 1942 bis 1958 in Großbritannien einen Beitrag zum Zusammenhalt deutscher Emigranten aus den Sozial- und Bildungsberufen leistete. Der Fokus lag dabei auf der Förderung der Erwachsenenbildung in der Nachkriegszeit.
Marie Jean Antoine de Condorcet (1743-1794) hat in seiner für die französische Nationalversammlung verfassten Schrift „Bericht und Entwurf einer Verordnung über die allgemeine Organisation des öffentlichen Unterrichtswesens“ (1792)) ein Konzept vorgelegt, nach dem organisierte Bildungsveranstaltungen jeden Menschen ein Leben lang begleiten sollten. Nach seiner Auffassung hatte Erwachsenenbildung eine kompensatorische Funktion für jene, bei denen Bildung kein Teil ihrer Jugend war.
