Surdu berichtet über die Entwicklungen in der Erwachsenenbildung in Rumänien, die einen hohen politischen Stellenwert für Demokratisierung und Beschäftigungsfähigkeit hat. Er berichtet von der besonderen Problemlage in Rumänien im Übergang vom Kommunismus zum Kapitalismus und beschreibt, welche besonderen Lösungen eben deshalb hier gefunden werden.

Die Europäische Kommission hat zwischen dem 4. November 2002 und dem 28. Februar 2003 eine weit angelegte öffentliche Konsultation zur Entwicklung der neuen europäischen Programme in den Bereichen allgemeine und berufliche Bildung und Jugend gestartet. Diese werden nach 2006 die bestehenden Programme Sokrates, Tempus, Leonardo da Vinci und Jugend ersetzen. Quality testing and organisational development The project QUEST (developing quality, controlling, testing) It is reported of the model, implementation and results of a project for quality testing (QUEST). It collected the concepts, approaches and experiences – in terms of quality assurance - at several folk high schools and prepared the implementation of the model test of Bund-Laender-Commission (BLK) on learner orientated quality assurance in further education networks.
The article summarizes the results of a case study in which two further education courses at universities are comparatively analyzed. It is examined how the knowledge transfer is linked to the governance of the courses. It can be shown that there is instrumental knowledge transfer in connection with managerial governance in the one study course whereas the other study course is distinguished by reflexive knowledge transfer and academic self-governance.
