Surdu berichtet über die Entwicklungen in der Erwachsenenbildung in Rumänien, die einen hohen politischen Stellenwert für Demokratisierung und Beschäftigungsfähigkeit hat. Er berichtet von der besonderen Problemlage in Rumänien im Übergang vom Kommunismus zum Kapitalismus und beschreibt, welche besonderen Lösungen eben deshalb hier gefunden werden.
Am Beispiel eines Seminars zur multikulturellen Gesellschaft, das die Autorin – selbst Gastdozentin aus Südkorea – in einer US-amerikanischen Universität hielt, deutet sie Lernbarrieren der Studenten als Folge der Verdrängung globaler Machtverhältnisse. Februar 2003 eine weit angelegte öffentliche Konsultation zur Entwicklung der neuen europäischen Programme in den Bereichen allgemeine und berufliche Bildung und Jugend gestartet.
