The article critically examines PIAAC as well as its objectives. It examines the extent of information provided by PIAAC on untapped competence potential, the needs to improve the acquisition as well as the transfer of competences. It is also an analysis of the study's theoretical and methodological base. At the same time, it reveals the problems and deficiencies of the PIAAC study and offers solutions.

The report presents central findings of the PIAAC Study (»Programme for the International Assessment of Adult Competencies«) conducted by the OECD and provides first estimates about its significance for adult education. Although PIAAC cannot offer any information about the correlation between causes and effects. However, it is reasonable to increase basic educational endeavours and extend the programmes for groups in danger of social exclusion. Finally, research tasks are pointed out.

Der 2024 veröffentlichte zweite Zyklus der PIAAC -Studie ermöglicht erstmals die Betrachtung der Kompetenzentwicklung über die Zeit hinweg. Das Ergebnis ist ernüchternd: Während nur zwei Länder Fortschritte bei den Lesekompetenzen verzeichnen, hat sich die Schere zwischen Leistungsstarken und Leistungsschwachen weiter geöffnet.
