Die Stadt Birmingham (England) kann auf eine lange Tradition in der Gleichstellungspolitik verweisen. Im folgenden Beitrag werden die vier Arbeitsgruppen des Amtes Equalities Division vorgestellt, die sich mit den Themenfeldern Ethnizität (Race), Geschlecht (Gender), Behinderung sowie Information und Forschung beschäftigen.
Der Autor verweist auf die Liste derer, die an einem Finanzierungsprozess lebenslangen Lernens beteiligt sind: Bildungshaushalte des Bundes und der Länder, Bundesanstalt für Arbeit, Wirtschaft und die Privataufwendungen der Teilnehmer selbst. Eine Finanzierungsstatistik, auf deren Grundlage politische Richtungsentscheidungen getroffen werden könnten, steht bis heute aus.
Der Artikel gibt einen historischen Abriss über die Grundlagen der Finanzierung öffentlicher Weiterbildung, die in Deutschland zu Beginn der 1970er Jahre gelegt wurden und bis heute Gültigkeit haben.
