Using the example of the integrated further education of the police of the land Brandenburg this paper examines how a profound measure of reorganisation can be supported by a behaviour oriented further education. Possibilities are being shown of how to achieve the necessary behavioural changes within the larger frame of a reform process with the help of a framework of further education within the organization itself. After the federal elections, the Federal Ministry of Education and Research has taken on a new organisational structure. For the first time, its activities in further education are now bundled together in a seperate department (»Lifelong Learning, Further Education«), thus enabling the ministry to »speak with one voice«. On top of this, the superior department is »University, Further Education«, which shows that the two are considered as equivalent from the organisationalpolitical viewpoint.

Initially the present situation of the regulations are described which apply for the EU since 1994 and which restrict liberalisation to privately financed educational services. This is on the one hand due to the definition problem of such constructs as “further education” and “people from migrant background” and adjunct to the difficulties with the operationalisation. On the other hand the data…
Kopf oder Zahl – was zählt?
Education reports are a core element of the new governance model in the educational system: they provide data to support political decision-makers in evidence-based governance. For that purpose, indicators are developed to monitor context, input, processes and outcomes of educational efforts. This article analyzes actual report segments on further education in various report systems with respect to the picture of these dimensions of further education. The applicability of the existing indicator…
Striving for quality is at the core of pedagogical professionalism. Therefore the science of further education has to intervene in the quality discussion in two ways: Firstly, it must develop criteria by which systems of quality assurance can be compared and by which their appropriateness for the sector of further education can be evaluated. Secondly, it must inquire yet more persistently into the specifics of pedagogical quality and find out what further education science can contribute toward…
