Differentiating ageing and old age it is argued that a separate life stage “old age” is to be understood as a social construction. Ageing must not be conceptualized as a uniform and unidirectional process. Instead, physiological-biological, psychological, and social ageing are somehow independent processes following different developmental curves. The changes in further education supported under the provisions of SGB III (Social Code III) engender a reorientation towards demand orientation. The effects must be termed dramatic after a year. Monies decreased by around 25 percent between 2002 and 2003. Participation and entry numbers in courses were drastically reduced. These effects are not temporary phenomena, but rather mark a change of system which further education providers must prepare themselves for.

In the educational facilities of the State Sports Associations of the Bundesländer, open adult education is implemented which serves the goals of formation of personality and enlightenment, furthers maturity, and cultivates social competences, and which is - albeit decreasingly - publicly funded. More than 3.000 full-time and part-time pedagogical staff are employed in these facilities. Nearly 15.000 courses for about 300.000 participants are held.
