Neu starten, Routinen aufbrechen, das Alte hinter sich lassen – für viele eine sehnsuchtsvolle Vorstellung. Gleichzeitig wandelt sich die Welt so beharrlich, dass auch Routine und Kontinuität erstrebenswert scheinen. In der Erwachsenen- und Weiterbildung findet sich beides: Erneuerung und Bewahrung. Durch verschiedene Faktoren kam es in Österreich zu einer Universitätsausdehnung. Die Wiener Universität hatte eine Vorbildfunktion für diese Ausdehnung und ergriff auch die Initiative zur Einrichtung des Deutschen Volkshochschultages. Eine tragende Rolle spielte zudem Ludo Moritz Hartmann.
