Based on the development of modern information and communication technologies, the author tries to get to the bottom of the significance of reading and writing skills for the participation in society and the job market. He recognises a growing replacement by auditive and visual formats such as voice recognition and pictograms. Against this background, he calls for the recognition of developing smart technologies as the key for handling insufficient reading and writing skills.
The paper discusses learning as a way of obtaining recognition in adult life. Recognition is one of the basic categories of A. Honneth’s notion of justice. The EQUAL development cooperation project »Virtual Centre of European Education« is an example of how on the part of the European Union discrimination on the labour market is to be combated. The paper reviews trends in adult learning in England in the ten years from the election of Labour government in 1997. It highlighted an initial focus on expanding and widening participation in a wide range of initiatives in the years to 2002. From 2003 there has been a dramatic narrowing of focus giving priority to funding qualifications related to the labour market. Throughout the period it highlights restless change in institutional structures.
