For 30 years, the author has been director of the communal adult education institute “Volkshochschule” at a middle-size town in Southern Germany. In 1998, the costs of 3 million DM were financed jointly by the town (50%), the participants of the courses (40%) and the Land Baden-Württemberg (10%). This article presents results of a national medical impact analysis of relaxation and stress-management courses. The impact on health was examined on 132 persons at 40 adult colleges (VHS) at the beginning and end of courses as well as three months thereafter. Hans Georg Rosenstein describes the objectives and priorities of the renewed European Agenda for Adult Learning, which was adopted by the European Council in 2011. Both, the role of the European Commission are analyzed as well as the tools and budget for the agenda’s implementation.
