This article reports on expert assessments of the opportunities and risks of the current DQR process from the perspective of adult education centres. The seven experts from Germany and Austria who were surveyed in the EU Transfer Project critically analyse above all the focus on formal learning. The change in orientational perspective towards towards learning results can offer an impetus for programme planning, but also requires new skills and abilities on the part of further educational staff.

Common staff qualification concepts hardly ever pay attention to the needs of disabled people. Qualification measures for sensorically handicapped employees must, however, yield a surplus. Above and beyond the teaching of professional know-how, problems have to be addressed which derive from the handicap and affect day-to-day work. The article gives information about a further education concept for people with hearing disabilities and about the chances and difficulties in its implementation.
In the person of the „quality developer“, the concepts of the staff and the organisational developer merge in a common striving for more excellence. Institutions in further education that wish to take quality development into their own hands thus are defining a new temporary role that has to rely on very special competences.
