This article is concerned with the discourse and policy of lifelong learning in Europe after 1973. It deals with the question whether the 1980s have to be seen as a period of diminishing interest in lifelong learning or as a formative phase of so called neoliberalism. Applying a corpus lingustic approach, it analyses the official documents of the European Communities as archived in the database EUR-Lex. The results are interpreted as the expression of a new European governance regime called “te…
While the calls to take more notice of the significance of migration for adult education are loud and clear, notably little attention is paid to them with regard to work on categories. In adult education, fundamental theoretical work on definitions of “migration” is still far from complete. Even though individual studies deal with the term, it seems that attempts to clarify categories remain scarce. If adult education research on migration has a genuine interest in examining the risks of the hi…
The demographic change and the growing demand of skilled workers in Germany puts workers with migration background in the focus of interest in politics, economy, research and, increasingly, of adult education. The following article analyses empirically the relationship between the socio-cultural determinants, which are theoretically embedded in Esser’s model of social integration, and the participation in further vocational education of working adults with a migration background in Germany on t…

From the principle of the regulated occupation to the supremacy of certification: fields of conflict en route to the German qualifications framework (DQR) This article addresses the central difficulties observed in the search for consensus during the current development of a national German qualifications framework (Deutscher Qualifikationsrahmen, DQR). As well as the difficulty in blending in the German national “dual system” of vocational training with the EQF, the main difficulties identi…
In this article, terms and the state of research on adult numeracy are compiled in a systematic way. The findings and theories are selected according to their relation to the German-language discourse of adult education and at the same time embedded in a historical context as well as in international discourse. Many recent findings confirm Jean Lave’s approach in that numeracy differs from school mathematics in the high relevance of rules of thumb and estimates as well as in less formal procedu…
